POSITION INFORMATION Status: Full Time, Non-exempt Hourly Wage Range(01/01/19): $20.75/hr. - $22.43/hr. Application Review Date: April 15, 2019, Position Open Until Filled

OVERALL PURPOSE/SUMMARY

Under the general direction of the Office Manager performs administrative and accounting functions related to timekeeping and job costing.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Answer telephone, greet visitors, and direct public to appropriate person or department.
  • Ensures employee scheduling and pre-payroll data is accurately received and recorded in timekeeping software.
  • Ensures database interfaces between timekeeping and cost accounting software are complete and accurate.
  • Verify employee job cost sheets are accurate and enter information into job costing software.
  • Print and verify monthly, quarterly, and yearly reports.
  • Prepare invoices and process cash receipts and collections, and maintain computer record of accounts receivable.
  • Conduct new hire orientation as it relates to Highway Department policy and procedures.
  • Distribute and collect forms for Human Resources.
  • Coordinate Department training schedules and maintain training records.
  • Ensure Highway Department Performance Evaluations timelines are met.
  • Assists the Office Manager with cost history accounting for fixed assets under WIDOT classification requirements.
  • Responsible for maintaining the airport hangar leases and Ag-land rentals.
  • Responsible for maintaining the County Aid Bridge invoicing and reimbursements.
  • Assists the Office Manager with year-end closing processes.
  • Assists the Office Manager with annual budget preparation.
  • Serves as backup to Account Clerks.
  • Complete various projects as assigned.
  • In the absence of the Office Manager, assumes responsibility of the office.
  • Regular attendance and punctuality required.
  • Perform related duties as may be required or assigned.

Minimum Requirements
  • Moderate understanding of Generally Accepted Accounting Principles (GAAP).
  • Cost Accounting with JD Edwards and/or Kronos preferred.
  • High proficiency in Microsoft Office software programs.
  • Knowledge of office methods and procedures to proficiently operate personal computer equipment, copy machines, and other office equipment.
  • Strong analytical skills.
  • Ability to proficiently enter numeric data using a numeric key pad.
  • Ability to understand and carry out instructions.
  • Ability to maintain confidentiality.
  • Ability to communicate effectively.
  • Ability to handle money appropriately.
  • Ability to consistently apply established policies and procedures.
  • Ability to manage time efficiently, prioritize work, and work without direct supervision.

EDUCATION AND EXPERIENCE

Associate degree in Accounting or related field, four (4) years of computerized accounting experience in fixed assets, budgeting and reporting, with use of Microsoft Office software in administrative, professional, or accounting field. Bachelor’s Degree in Accounting and two (2) years of computerized accounting experience in fixed assets, budgeting and reporting, with use of Microsoft Office software in administrative, professional, or accounting field is preferred. Equivalent combination of education and experience which provides necessary knowledge, skills, and abilities may be considered.

WORKING CONDITIONS

Normal office environment. Nearly constant work under distractions.
