    Duties Summary

    This position is located in the Office of External Affairs, Office of Communications. The Communications Specialist works closely with the Director of Communications and various other stakeholders to develop marketing plans to recruit new Peace Corps Volunteers, communicate with the public, and build general national awareness of the Agency's programs.

    Responsibilities

    The Communications Specialist (Marketing) performs the following major duties:

    • Plays important role in managing the Agency’s marketing systems and providing analytics in order to support data-driven decision-making and highly effective communication initiatives and programs.
    • Works with the Marketing Strategist to develop the marketing strategy and creative direction of the Agency's marketing and communications initiatives for Volunteer opportunities and developing long-range marketing objectives, and strategies within the Communications Office.
    • Develops and implements paid campaigns and recruitment related products and materials for digital distribution. Supports asset development (testimonials, stories and photos) to be used for media buys and social media platforms. Creates in partnership with other Communications teams and Agency offices, ads, copy, and other tools for marketing and collateral materials. Ability to work within various processes, tactics and the platforms on which they are deployed including Agency’s content and customer relationship management systems.
    • Oversees the Agency’s centralized brand repository system for print, digital, and multi-media brand assets used by an ever-expanding stakeholder base (e.g., recruiters, university programs, and posts). Works as a team or leads marketing projects with ability to operate marketing systems related to brand asset management, website content and lead generation. Evaluates specific issues to determine the most effective way to communicate Agency information and products.
    • Provides advice and assistance on a wide range of qualitative and quantitative methods. Collects, tracks, organizes and maintains specialized data to meet specific program or project requirements such as advertising placement, measuring advertising effectiveness, refreshing content for the agency website and/or media buys.
    • Articulates and communicates special projects and assignments to various stakeholders. Identifies problems, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
    • Leverages market research, data and analytics to help create campaign strategies and initiatives to effectively attract and engage key target audiences and evaluate results/learnings.
    • Regularly assesses Agency marketing strategies and evaluates performance metrics to determine success, using analytics to make recommendations to strengthen future efforts.
    • Participates in research and analysis to evaluate the efficiency and effectiveness of marketing operations, objectives, quality standards, procedural, policy and regulatory compliance, and technical competence.
    • Demonstrates the ability to “translate” quantitative findings (storytelling with data); to leverage data visualization tools, and to interpret trends and relationships to effectively communicate results and recommendations. Evaluates and reports on the effectiveness of campaign and related web performance against established metrics. Leverages a wide range of tools, including but not limited to Google Analytics, Google Tag Manager, Google Optimize, and iPerceptions. This includes preparing reports/dashboards from multiple analytics suites as beneficial for marketing.
    • Performs the duties and responsibilities of the Contracting Officer's Representative (COR) for assigned contracts within the Office of Communications.

    Intelligence Background Information Peace Corps Manual Section 611 is applicable to this position.     Qualifications

    Specialized Experience:

    You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume. This vacancy is being announced at one (1) grade level: FP-3 Qualifying experience for the FP-3 grade level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes : Experience applying a wide range of strategic planning and program management concepts in order to lead or coordinate the implementation of marketing campaigns and contribute to the evaluation of complex marketing programs and priorities; Experience applying analytic skill and judgment to develop and communicate through a wide range of qualitative and quantitative methods for the assessment and improvement of marketing communication processes.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).
