The Williamsport Area School District is accepting applications for an anticipated Full-Time Payroll Officer, 7 1/2 hours/day, 245 days/year and is based at the District Service Center in the Business Office; subject to determination by the Superintendent.

The ability to receive a passing score of 75% or better on a Payroll and Accounting skills assessment is required. JOB DESCRIPTION – PAYROLL OFFICER

Basic Functions:

This is a technical administrative support position with primary responsibility for the preparation of the District’s payroll and related functions. This position requires personal initiative and attention to detail in working with financial records.

Education & Experience:

Associates degree in accounting or business and a minimum of three (3) years documented experience working with computerized payroll accounting systems, or a minimum of five (5) years documented experience working with computerized payroll accounting systems.

Knowledge, Skills & Abilities:

This position requires the ability to maintain a high degree of organizational planning and general business skills. He/she must demonstrate initiative, knowledge, and judgment. Knowledge of Microsoft Office and Outlook is required. The ability to receive a passing score on a Payroll and Accounting skills assessment is required. Must have the ability to learn new software products required to perform job functions. Knowledge and the ability to assemble and organize data/information, maintain complex files and records, work independently, and assess various situations and make the appropriate decisions. This position requires the ability to work independently.

This position requires the ability to communicate payroll functions and the status of individual accounts to employees of all levels within the organization.

This position requires the ability to complete detailed computerized payroll operations within specific time frames.

Authority & Responsibilities:

[(E) Designates Essential Functions]

  • Receives and computes all payroll information, makes deductions for income tax, retirement, social security and all other approved payroll deductions. (E)
  • Accurately processes and maintains payroll accounts and records. (E)
  • Prepares all tax, retirement, and other forms and reports as required by federal, state and local agencies. (E)
  • Assists with the assignment and maintenance of account strings for payroll related to deductions and benefits. (E)
  • Processes verification of employment requests, unemployment compensation information requests, disability insurance requests and claims, and insurance audits. (E)
  • Monitors and completes procedures for direct deposit of employee wages on each scheduled pay date. (E)
  • Assists with the balancing and analysis of payroll-related balance sheet accounts. (E)
  • Maintains continuous communication with the Business Administrator, Director of Accounting/Budgeting and the Director of Human Resources. (E)
  • Reviews and updates payroll procedures to comply with the regulations of various government and reporting agencies. (E)
  • Provides accurate information about District policies, rules and regulations. (E)
  • Reviews and checks payroll and payroll processes for completeness, accuracy, and conformance with applicable rules, regulations and/or procedural requirements. (E)
  • Communicates effectively (orally and in writing) with administrators, staff and the public. (E)
  • Is able to speak and write in a clear and concise manner. (E)
  • Operates office equipment, including but not limited to, fax machine, copiers, computers, telephones, intercom systems, etc. (E)
  • Maintains confidentiality of all business related information. (E)
  • Performs other related functions as directed by the Business Administrator, Director of Accounting/Budgeting or designees.

Physical Requirements:

Sedentary—Exerts up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Involves sitting most of the time, but may involve walking or standing for brief periods of time.

Other Requirements:

Criminal Record must be reviewed and must show there have been no convictions within the past 10 years for any offenses involving Theft or other dishonest acts.

Auditory and Visual Requirements:

Within normal ranges with or without correction.

Office equipment such as computers, fax machines, telephones, copiers, etc.
