    Duties Summary

    You will serve as the Program Delivery Team Leader in the Oklahoma Division Office of the Federal Highway Administration, with lead Program and Project Delivery responsibilities for the State of Oklahoma.

    In addition to team leader responsibilities, the incumbent is responsible for activities related to project delivery, contract administration, program assessments, for projects under the Federal-aid Highway Program (Title 23 U.S.C.) and associated stewardship and oversight activities.

    Responsibilities

    The Lead Transportation Specialist (Program Delivery):

    • Serves as the Program Delivery Team Leader responsible for the Federal-aid project development in Oklahoma.
    • Participates in and contributes to Division program management activities including risk assessment, development of a risk register, development of a unit plan, and identification and tracking of performance measures.
    • Reviews and evaluates team’s specialist’s highway projects in terms of economic factors, environment and safety considerations, traffic analysis and service, esthetics, economy and efficiency, and appropriateness for the highway system.
    • Reviews recommendations from team members, approves/disapproves request for project authorizations and recommends appropriate actions.
    • Meets with stakeholders including State DOT personnel and other agency representatives to explain Federal-aid policies applicable to particular projects with special attention to new programs and the application of new standards, concepts, and policies.
    • Serves as team leader assuring that the work of an assigned team is carried out by performing a full range or coordinating and supportive duties and responsibilities.

    The ideal candidate for this position will have excellent program management skills to provide leadership to diverse staff in activities necessary to provide stewardship and oversight of the federal-aid highway program, to guide program activities to ensure compliance with federal laws, regulations and policies, and to promote program activities to increase efficiency, effectiveness, and incorporate best practices. The ideal Candidate must have excellent analytical and communication skills to develop metrics and implement tools to track and improve the overall health of the program as well as to provide technical assistance to and effectively communicate with internal and external stakeholders.

    CONDITIONS OF EMPLOYMENT:

    To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

    To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

    • Experience managing a transportation program such as: resolving program problems, utilizing data analysis and negotiation to influence stakeholders, and establishing effective relationships with stakeholders to meet program goals.
